Pakistan has a legal and administrative structure stipulating official registration of births according to standard procedures. In 2000, the government established the National Database and Registration Authority (NADRA) to oversee registration of the population. All children under age 18 are registered using the “Bay Form,” and adults age 18 and older are issued a computerized national identity card (CNIC).
